North Ogden, Utah, had a laundry list of needs for their municipality that included an online platform for their code, policy and fee schedule, automated meetings & agenda software, and a modern website capable of integrating these features.
North Ogden's old method for codification was time-consuming. Since they had to utilize a separate codification service, they could not update their code on their own terms resulting in an inefficient process and some code sections remaining outdated. They also wanted to put their Code of Ordinances alongside the city's minutes and fee schedule for residents and staff to access. For municipal meetings, staff found it increasingly tiring to have to create agendas and packets manually. Then, these documents would have to be uploaded to the website. With the way their old website stood, uploading something as simple as a meeting packet was not user friendly, and as a result, staff wanted solutions that could seamlessly work with the website.
The city went with four of Municode's Circle of Governance Solutions: Self-Publishing Software, Policies & Procedures Software, Meeting Management, and Website Design. Self-Publishing Software allows staff to edit their code from preexisting ones online, streamlining their entire process. Keeping the code current as uploading changes or new ones is a breeze inside the platform. Policies & Procedures Software places three different publications (Code of Ordinances, Meeting Minutes, and Fee Schedule) in one user-friendly platform for residents to access. After utilizing Self-Publishing Software for a few years, North Ogden enlisted help once again from Municode for Meeting Management and Website Design. With Meeting Management, creating agendas, packets, and minutes is automated, resulting in a consistent and efficient way to conduct meetings. These publications may also be uploaded to the website instantly, ensuring the community can always see what happened in the most recent meeting. The new website was designed with transparency in mind. While the solutions above all increase transparency and beautifully work together with the website, residents can find loads more information such as permit applications, city calendar, online payments, links to boards, commissions, and departments, and a menu just for residents. The feature North Ogden is most excited about is the search bar, which allows residents to find exactly what they need. Creating and maintaining pages is quick and straightforward for staff as the Content Management System requires little technical training, if any, to use.
