Hooper, Utah was looking to expand its resources for the community while easing the workload for staff. In particular, the city sought after an automated meeting software, a way to publish their municipal Code of Ordinances in house and a website that would be easy to manage and increase transparency.
The old methods Hooper used to utilize for managing their meetings was outdated and took too much time away from other tasks staff needed to accomplish. Documents from these meetings were also not made available online. Another dated process was how the city handled codification. Staff had to outsource their code to a company rather than codify themselves. If anyone wanted to view Hooper's code, they would need to contact the city. Some ordinances were available on the website but overall it needed a facelift as staff complained about the difficult to use content management system.
To address all these issues, Hooper sought the help of Municode and three solutions from the Circle of Governance™: Meetings Management, Self-Publishing Software, and Website Design & Hosting. With Meetings Management, the creation of all meetings documents (agendas, packets, minutes) is formatted automatically. This means staff can effortlessly create these documents quickly and even up until the last minute. Minutes and agendas can also be uploaded online for the public to see with the click of a button. Self-Publishing Software allows staff to draft, sign, seal, and then publish code on their own terms all inside one user-friendly and intuitive platform. The community can also access the full Code of Ordinances, a big improvement from the few ordinances they used to be able to view. Hooper City's new website is completely modernized with an organized homepage that boasts navigation for residents. Both the Code of Ordinances and meeting documents are searchable through the site's search bar as well as all web content which seamlessly integrates all three solutions.
